In a small bowl, mix paprika, brown sugar, garlic powder, black pepper, oregano, salt, cumin, and red pepper flakes. Cover both sides of the ribs and marinate for a minimum of 4 hours or overnight.
Preheat oven to 250°. Pour beef broth in the bottom of a baking pan, then add ribs and cover tightly with tin foil. Cook low and slow for 3 hours. Remove foil and serve with coleslaw and cottage fries.
